    The United States, Pakistan andAfghanistan will begin regular, trilateral meetings after sessions held among the three nations here this week, Secretary of State Hillary Rodham Clinton announced yesterday.

    Talks over the past three days "would have been valuable even if they had simply been bilateral," Clinton said in remarks with Afghan Foreign Minister Rangeen Dadfar Spanta and his Pakistani counterpart, Shah Mahmood Qureshi. But the meetings were "especially meaningful" because "we have all been working together," she said, adding that the governments will come together again in late April or early May.

    The unprecedented trilateral talks were part of a U.S. effort to encourage cooperation between the neighboring governments over terrorist inroads in both countries. They came as the Obama administration is conducting a strategic review of the foundering Afghan war effort and of its policies toward Afghanistan and Pakistan.

    More than 10,000 Taliban insurgents operating in Afghanistan: official

    WASHINGTON, Feb. 27 (Xinhua) -- Visiting Afghanistan's Interior Minister Hanif Atmar said here on Friday that some 10,000 to 15,000 Taliban militants are operating in up to 17 of Afghanistan's 34 provinces in the country.

        Apart from many Afghans who were recruited for economic reasons, most of the insurgents were foreigners operating with Al-Qaida or Central Asian extremist groups, Atmar told reporters.

        Atmar, who is here for a three-way dialogue with the United States and Pakistan on a new "war on terror" strategy, denied the saying that insurgents are rampant. "Terrorist attacks do not represent their strength but indeed their weakness," the minister said.

        U.S. President Barack Obama, who vowed to beef up effort to battle against extremism in Afghanistan, has authorized a 17,000 troop increase for war in the country.

    Chinese Hackers Attack U.S. Computers, Thompson Says 


    Feb. 12 (Bloomberg) -- Chinese government and freelance hackers are the primary culprits behind as many as several hundred daily attacks against U.S. government, electric-utility and financial computer networks, a senior congressman said.

    “Sophisticated hackers could really wreak havoc on our financial systems if they were successful,” House Homeland Security Committee Chairman Bennie Thompson said in an interview. The threat is “primarily from China.”

    While cyber plots to disrupt U.S. computer networks have been thwarted, significant vulnerabilities exist, said Thompson, a Mississippi Democrat.

    Many of these problems will be detailed in a 60-day review the Obama administration on Feb. 9 said it would conduct on government cyber-security efforts, Thompson said. President Barack Obama also has said he would appoint a computer-security chief who will report directly to him, a move Thompson supports.

    Currency trading is among the financial networks targeted by hackers, Thompson said. An attack would be particularly damaging in light of the financial system’s troubled state, he said.

    He said electric utilities’ networks also have several points of weakness.

    “We were provided alarming data on the vulnerability of our electrical grid in this country,” he said.

    China’s Denial

    Wang Baodong, a spokesman for the Chinese Embassy in the U.S., denied that the Chinese government was attacking U.S. computer systems.

    “Allegations that the Chinese government is behind cyber attacks against the U.S. computer networks are totally unwarranted and misleading for the America public,” Wang said in an e-mailed statement.

    Wang said the Chinese government is “cracking down” on computer hacking and other cyber crimes.

Thanks to its low barriers to entry, the cyber environment has proven itself to be one of the most efficient asymmetric tools for Islamist terrorists to incite hatred and violence, and plan and carry out attacks.

    Also, nation-states are increasingly employing cyber warfare to attack other states or entities, either solely in the cyber domain or as part of a full-spectrum military maneuver, as documented by James Jay Carafanoand Richard Weitz in their paper "Combating Enemies Online: State-Sponsored and Terrorist Use of the Internet," Heritage Foundation Backgrounder No. 2105, Feb. 8, 2008, pp. 3-4, at http://www.heritage.org/Research/nationalSecurity/bg2105.cfm.

    States like China and Russia, which remain inferior to the U.S. militarily, have identified America'scyberspace vulnerability and worked diligently to exploit it.     As we have learned from Chinese military journals, the People's Liberation Army has focused intensely on attacking the U.S. military's C4ISR network with a variety of weapons, including anti-satellite weapons and cyber warfare.     The predominant tool used for cyberattacks is the botnet. A botnet is a network of computers that have been compromised by a malicious code and may be remotely controlled by a single computer, called a "bot herder" or "bot master." When the power of thousands of computers is combined, it can be used to launch denial-of-service attacks to shut down desired Web sites.     al Qaeda seems to have some nuclear materials but don't seem to be sure on how to use them.

    WASHINGTON, Sept 13: The Bush administration has approved a three-phase plan to capture top Al Qaeda leaders and has increased military strikes inside Pakistan to achieve this target, a media report said on Saturday.

    “The plan represents an 11th-hour effort to hammer Al Qaeda until the Bush administration leaves office,” reported National Public Radio.

    NPR is America’s largest and most respect radio network which provides news to 797 radio stations across the country.

    According to it, the raid by helicopter-borne US Special Operations forces in Pakistan last week was not an isolated incident but part of this three-phase plan approved by President Bush.

    The plan calls for a much more aggressive military campaign and authorises US forces in Afghanistan to take part in operations inside Fata.

    “Definitely, the gloves have come off,” a US official who has been briefed on the plan told NPR. “This was only phase 1 of three phases.”

    The US intelligence community already had approval from President Bush to carry out operations inside Pakistan, including attacks by Predator drones, which can carry 100-pound Hellfire missiles.

    Additional authority came from the president just recently that allowed incursions by US Special Operations forces, the report said.

    A second source told NPR that lawmakers on Capitol Hill were briefed on the new plan shortly before The New York Times broke the story this week about the Special Operations’ raid from Afghanistan into Pakistan. The source also said that CIA personnel from around the world were being pulled into the Afghan-Pakistan border area, an intelligence-community “surge” to go after Bin Laden and other Al Qaeda figures.

    Some US lawmakers, however, were concerned about the political ramifications of this plan in Pakistan.

    NPR noted that the Pakistan government was offering some cooperation in halting the cross-border attacks by the militants hiding in Fata. And Pakistan is a key logistics route for US equipment heading into Afghanistan.

    “Should the US raids continue on Pakistani soil, there is fear that the Pakistani government may halt -- or at least curtail -- its cooperation with American counter-terrorist efforts in the border area,” the report said.

    A US military officer told NPR that the Pakistani government was given little prior notice of the American military activity.

    The report noted that recently Islamabad refused to allow more US Special Operations forces inside Pakistan to train the country’s security forces. Currently, the Pentagon does some limited training of short duration, defence sources say.

    US military sources told NPR that the raid last week by an elite US Navy SEAL team was a planned operation that took place miles inside Pakistan and led to the deaths of at least nine and as many as 20 individuals -- some of them civilians. Sources said the raid was part of a “snatch and grab” operation aimed at Taliban or Al Qaeda figures.

    A powerful AC-130 gunship, essentially a flying battleship, was used in the operation. The SEAL team members were flown out of Pakistan by helicopter into Afghanistan. A western military source said that a SEAL team remained on standby in Afghanistan for similar missions.( We posted this 9.03.08, 11 days ago )

    NPR, however, noted that some in the US intelligence community and on Capitol Hill were raising questions about the political intent of this new aggressive stance.

    “The question is,” said one of NPR’s sources, “why wasn’t this done a year ago?”

    In this instance we took the site down 3 days prior to their announced attack, and rendered their program usless and, as well, burned the chief hacker publicly.

    We have to date disclosed approximately 5% of our over-all special ops and the remaining are held classified.

    Second Threat Against Olympics from Islamic Party of Turkistan Released on Youtube

    A group calling itself the Islamic Party of Turkistan has issued a second threat against the Olympic Games in Beijing. Laura Mansfield is working on a translation of the statement.

    What is interesting is that the threat was released on Youtube by a user calling himself mjawazi and the official Youtube Channel for this group, tipawazi

    China discovers al Qaeda in its backyard

    In a video accusing China's Communist Government of "mistreating Muslims" a Jihadi group threatened to attack the Summer Games in Beijin. A spokesman of the Turkistan Islamic Party accuses China of "forcing Muslims into atheism and destroying Islamic schools. The "Turkistan Islamic Party" is most likely based across the border in Pakistan, where sources affirm it received training from Al Qaeda.

    Weeks ago the organization claimed responsibility for a bombings across the country. The latest video shows graphics of a burning Olympics logo and explosions. This week, attackers killed 16 police and wounded more than a dozen in the Xinjiang city of Kashgar using homemade bombs.

    New spasm of violence in western China as 7 die in wave of bombings

    BEIJING: The violence in the western Chinese region of Xinjiang rose sharply Sunday morning with the deaths of a security guard and at least six suspects after a daring series of bombings that began with a predawn assault on a police station, the state news media reported.

    The attacks, coinciding with the first weekend of the Beijing Olympics, occurred less than a week after what the Chinese authorities had previously described as China's worst terrorist assault in recent memory, in the Xinjiang city of Kashgar. Last Monday, two Uighur Muslims rammed a truck into a group of paramilitary officers who were doing their morning exercises, then attacked with explosives and knives. Sixteen officers were killed and several more were wounded.

    The violence came as the Chinese authorities have accused the East Turkestan Islamic Movement, or ETIM, of plotting terror attacks against the Olympics. The Chinese government and the United States State Department list the group as a terrorist organization, though some specialists on Xinjiang question its scope and potency. Some human rights groups have accused China of exaggerating the threat to justify its crackdown against Uighurs

    Iran suckering USA to buy more TIME

    Iran has begun a new charm offensive to head off, or to mitigate, possible new international economic sanctions following its latest refusal to suspend, or even slow down its uranium enrichment program. Iran's President, Mahmoud Ahmadinejad gave an interview to NBC news anchor Brian Williams, which was broadcast tonight, denying that Iran had any nuclear weapons ambitions and stating that Iran is ready to meet the United States, gesture for gesture, in improving relations. Playing up on the Bush Administration's decision to have Assistant Secretary William Burns sit in on the latest round of nuclear negotiations with Iran, he stated that Iran would respond "positively" if the US, has, in fact, adopted a new "non confrontational" approach.

    Syria, the key to solving the Iranian crisis?

    Breaking up the Syrian-Iranian axis might be quite helpful in significantly weakening Tehran.
    Recently, Syrian President Bashar al Assad has been sending signals that he might be willing to do so. But
    with assad, you never know...
    In an article called "Is Assad bluffing?" that i wrote for the Middle East Times, I tackle this issue.

    First, in February, Hezbollah terror master Imad Mugnieh was assassinated in Damascus in what is likely a Syrian-made operation. The investigation over Mugnieh's death was quickly terminated and Iran and Hezbollah did not get the answers they were waiting for.

    Second, Assef Shawkat, the powerful head of Syrian security and Assad's brother-in-law was suddenly pushed aside. Shawkat is close to Tehran and has allegedly a hand in former Lebanese Prime Minister Rafik Hariri's murder in Beirut in 2005.

    Third, Assad acknowledged publicly peace negotiations with Israel.

    Fourth, Assad agreed on opening a Syrian embassy in Beirut, something his country has always refused since it considered that Lebanon is just a Syrian province. This was a huge condition for the French who see it a pledge given by Damascus to Lebanese sovereignty.

    Iran has just doubled nuke material production. 3,000 to 6,000.

    And both Iran and Syria are trying to sucker the world into this charm offensive
    to buy more time to finish their Nuke.

    This effort announces Iran is desperate to buy more time and the charm offensive is working.
    For the first time USA doesn't have an Air craft carrier fleet in the Mediterranean and USA has announced a new round of talks.

    I was out trying to take some photos of the fireflies, and watching all the lights blink on and off,
    it remended me of the al Qaeda hackers and webmasters.

    al Qaeda's Internet paradigm is almost 180 degrees from the US Military's Internet paradigm.

    aQ views the WWW as the ultimate weapon and communications channel.
    aQ fireflies wink on and demonstrate the new paradigm, and aQ embraces it and has a party.

    In the USA the WWW is viewed like a threat or security risk. Something they would like to avoid if possible.

    One of my staff was posting on a Military forum about cyber war and the use of WWW as a weapon.
    This was the comment emailed to Gerald.

    "yeah i read the whole thing, they were a hard audience. They seemed to be more concerned with naming things and theoretical aspects of it all whilst you are a man of action gerald. Combine that with a new concept of operations, as you state gerald, and I don't think they have their heads around the actions you and the wiki are taking." A well know Blogger.

    The Internet is one weapons level above WMDs. Our paradigm is classified. G
    It offers the potential to win a war with out violence.
    It's uses as "Force protection", "Force projection", and a "Force multiplier" are understood by the al Qaeda movement.

    And still being discovered by US Forces.

    US Forces keep the WWW at arms length away like some bad odor, while al Qaeda wears the WWW like it was cologne.

    The American historical paradigm has been one of ignoring a threat until we are hit hard then America pours in resources like a tidal wave to over come the weakness.

    Its cheaper and safer to dominate all domains.

    The "Future of Wars Paradigm" plays heavily on the use of the Internet by the antagonist, and is Americas weakest link.

    At the current time USA is unprepared and ill trained to fight in this domain.
    And remains so at Great risk to the country.

    Analysis: Rice presses for a US diplomatic presence in Tehran

    DEBKAfile’s Washington sources, report that by the dramatic step of establishing a US interests section in Tehran, 27 years after relations were severed with the Revolutionary Republic, the Bush administration would hope to wash its hands of any Israeli plan to strike Iran’s nuclear sites this year.

    Behind the step are US secretary of state Condoleezza Rice and her former deputy Nicholas Burns; its disclosure to the American media attests to White House backing.

    The step slots into the American presidential campaign by distancing President George W. Bush from conservative elements, whose thinking was encapsulated by Bill Kristol, of the Weekly Standard when he told Fox News Sunday, June 22: “If President Bush foresees the likelihood of an Obama election, he may decide to go ahead with such an attack. However, if the President thinks Sen. McCain will be the winner, he would leave the Iranian situation for President McCain to handle.” This view was endorsed by Daniel Pipes, a Middle East expert and member of the conservative Hoover Institution.

    Democratic Barack Obama has increased his margin against the Republican John McCain by 15 percent.

    Regarding the likelihood of an Israeli go-it-alone attack on Iran, former U.N. Ambassador John Bolton said in the same broadcast:

    "I think if they [Israel] are to do anything, the most likely period is after our elections and before the inauguration of the next President. I don’t think they will do anything before our election because they don’t want to affect it.”

    Sunday, DEBKAfile reported the estimate of Israeli intelligence and military circles that the extension of Mossad director Meir Dagan’s tenure for another year up to the end of 2009 points to a probable Israeli military action against Iran this year before the Bush presidency runs out.

    The unsolicited statement by Condoleezza Rice came next on Monday, June 23. On her way to a conference in Berlin of donors to the Palestinian Civil Police Force, she spoke of opening a US interests section in Tehran similar to the one maintained in Cuba. In so saying, she broke away sharply from the international drive led by the Bush administration to isolate Iran for refusing to give up uranium enrichment.

    She said: “We do have the station in Dubai where [Iranians] can get visas, but we know that it's difficult for Iranians sometimes to get to Dubai. We want more Iranians visiting the United States. We are determined to find ways to reach out to the Iranian people."

    Middle East peace negotiators, Israeli foreign minister Tzipi Livni and Palestinian ex-prime minister Ahmed Qureia are attending the Berlin conference.

    Since the 1979 siege of the US embassy in Tehran by revolutionary zealots, Washington has been represented in Tehran by the Swiss embassy. This arrangement has become untenable since Switzerland signed a bi gas deal with Iran, in breach US sanctions against the Islamic Republic.

    Does the world wait to fight a nuclear Iran?


    How Iran would retaliate if it comes to war.

    I've been reading a lot on the web about how Iran migh retaliate,
    Secret cells, Rockets, suicide squads etc. Iran 4 front missile comand.

    But one is for sure if the attack on Iran is timed right
    the retaliation will NOT be nuclear.

    The Paradigm is clear.

    Iran is currently exporting terrorism, Iraq, Afghan, Paki and Palistine and Gaza.

    Question is do we confront them before they have a nuke or after?

    Iran has demonstrated its ability to strike in unconventional ways, 5GW.
    State suicide, nuclear bomb, to bring on the Mahdi.
    illusion of deniability ( al Qaeda )

    Does the world want to deal with Iran's unconventional ways, before or after they get a nuke?

    If they get a Nuke it is a huge force multiplier, and they have convinced me they will use it
    for both political and religious reasons ( Iran will push the button ), and the very best scenario is they only use it as a threat to bend Middle eastern countries to their will, blackmail.

    The Iranian paradigm is targeting Israel, they have the religious conviction and mandate to use
    a nuke, and see a heavemly reward for doing so. And a nuclear suicide attack is not out of their preview.

    They have admitted their intentions towards Israel.

    There is going to be a fight on Iran's terms or on the Worlds terms.

    Homeland Security Chief on Threats -

    On the fifth anniversary of the Department of Homeland Security, its second leader, Michael Chertoff, talked to me about his deepest fears about terrorist threats and why he frets over Europe and Canada more than Mexico. In the interview published Sunday in the New York Daily News, the secretary of Homeland Security said "more than a dozen" people linked to Al Qaeda, Hezbollah and other extremists have tried to enter the U.S. through ports of entry on the northern border, he said, while there have been almost no such attempts at U.S.-Mexico checkpoints.

    Aboard his sleek Gulfstream V jet (callsign "Coast Guard One"), Chertoff also discussed America's growing complacency toward terror threats, why racial profiling at airports is "foolish" and explained how terror plots get hyped by some in the government.

    The former prosecutor and judge often thrust into the political debate over illegal immigration denied that the Mexican border has been an easy way for Al Qaeda to penetrate the U.S.

    "When we've had instances - and there have not been many - where we’ve caught terrorists trying to sneak in, it's been through ports of entry using false documents, and I think we’ve been more concerned about Canada as a platform than Mexico," he said.

    Chertoff said "much more than a dozen" stopped at the Canadian border since the 9/11 attacks were connected to "a mix" of terror groups through "either a financial connection, maybe a family connection, maybe communications."

    Beware the Morphing of Al Qaeda in Iraq

    One of the fundamental truths of dealing with networks, terrorist or otherwise, is that they will morph quickly to survive and adapt as the environment around them changes.

    This seems to be the case in Iraq, where, as we know from captured documents that al Qaeda linked groups there have been badly hurt in recent months.

    The strategy may now be to move outside Iraq and wage a different type of war from surrounding countries.

    The indicators, as outlined by Maj. Gen. Mark Hertling, are leaders leaving with cash and seeking refuge outside of areas of intense U.S. pressure.

    If anyone remembers the drug wars in the Andes in the 1980s and 1990s (which I covered intensely for more than a decade), one will remember the great joy at the felling of the individual cartel leaders (Rodriguez Gacha, Pablo Escobar, the arrest of the Rodriguez Orejuela brothers etc.), and the inevitable statements that these actions would have a significant impact on the amount of cocaine entering the United States.

    Of course, the flow of cocaine was never dented at all. The organizations simply regrouped, decentralized, became much more difficult to attack frontally, and business went on. My full blog is here.

    Immigration and National Security - Back To The Future

    Two stories have just surfaced in the media that once again demonstrate the direct linkage of immigration issues and national security.

    First, we learn the FBI and DHS are concerned about the possibility of Americans or Europeans trained by al-Qaeda in terror camps in the badlands of Pakistan making their way into the United States to conduct attacks against our homeland. US citizens would be able to enter the US on their US passports. European citizens would be able to enter under the Visa Waiver Program wherein citizens of some 27 countries, mostly western and northern European countries, are not required to obtain a US visa to enter the United States as a “temporary” visitor. Combined with this threat, there is a concern that such terrorists will include women suicide bombers more easily able to access their targets, especially women posing as being pregnant to hide their explosive devices.

    Next, we have learned the US Citizenship and Immigration Services (USCIS) agency will begin to adjudicate (read “approve”) a huge backlog of pending immigration benefit applications and petitions, mostly for permanent residency (“green card” status), before full FBI and other security checks are completed. The given rationale is the vast majority of such applicants pass such checks anyway and those who ultimately do not will have their status revoked and, in the words of a USCIS spokesperson, “will be deported.”

    Six plus years from the 9/11 attacks we now have senior counter-terrorism officials of the US Government finally recognizing, albeit somewhat indirectly, the Visa Waiver Program that was originally devised many years ago as a process to expedite international tourism for the travel industry is a genuine national security concern. Some others have been making this warning for quite a while, to include right here in this Blog.

    After a U.S. airstrike leveled a small compound in Pakistan's lawless tribal regions in January 2006, President Pervez Musharraf and his intelligence officials announced that several senior Al Qaeda operatives had been killed, and that the top prize was an elusive Egyptian who was believed to be a chemical weapons expert.

    But current and former U.S. intelligence officials now believe that the Egyptian, Abu Khabab Masri, is alive and well -- and in charge of resurrecting Al Qaeda's program to develop or obtain weapons of mass destruction.

    Given the problems with previous U.S. intelligence assessments of weapons of mass destruction, officials are careful not to overstate Al Qaeda's capabilities, and they emphasize that there is much they don't know because of the difficulty in getting information out of the mountainous area of northwest Pakistan where the network has reestablished itself.

    But they say Al Qaeda has regenerated at least some of the robust research and development effort that it lost when the U.S. military bombed its Afghanistan headquarters and training camps in late 2001, and they believe it is once again trying to develop or obtain chemical, biological, radiological and even nuclear weapons to use in attacks on the United States and other enemies.

    Gertz - Al Qaeda:'Large Operation in America, God Willing'

    An Al Qaida Internet site reported last week that terrorists are planning a major attack in the United States in the coming weeks.

    The Jan. 12 posting titled “A Large Operation in America, God Willing,” stated that the upcoming attack was imminent. Other participants chastised the writer for tipping Al Qaida’s hand.

    Counterterrorism analysts said the threat could be real or Al Qaida deception designed to test U.S. security by announcing an planned attack and observing the level of increased security.

    For those seeking more information, the author of the posting said they should be patient but assured forum members that “the lions have taken off and you will see [the proof] in the coming weeks.”

    “We ask God to guide the aim of the jihadists and to grant them success in the revenge campaign for Abu-Musab al-Zarqawi,” the message said.

    Another discussant expressed doubts about the claim, noting that “to my knowledge, Al Qaida does not announce about any operation before it takes place. We are hopeful that the news from our brother (the poster) is true and that God will guide the aim of the mujahidin, grant them victory, and heal the (wounded) hearts of the believers."

    One of the moderators of the forum cautioned other members about discussing the potentially sensitive information, noting “there is no gain in escalating this topic."

    “It is not wise or deceitful to announce something before it takes place, because I fear that you will commit two dangerous mistakes: 1. Foiling the operation before it takes place as a result of the enemy's knowledge after your announcement. 2. I am concerned that you might be deceitful with this hasty announcement. God is all-wise and all-knowing. Please accept this advice from a brother who loves you for the sake of God."

    In responding to doubts from forum members, the author stated that “the hint was given only to ensure that the matter does not get attributed to others when it occurs.”

    Al-Qaeda posted the following statement on a jihadist Web site last Thursday. It's an ultimatum that mentions a date, just like the one issued back in 2005.

    Statement of the Leader of al-Qaeda in Britain, Shaykh Umar Rabie al-Khalaila:

    We, the organization of al-Qaeda in Britain, offer a truce to the British government.

    Our demands are as follows:

    * A complete withdrawal of the British troops from Afghanistan and Iraq.

    * To free all Muslim captives from Belmarsh prison, and the foremost of them Shaykh Abu Qatada al-Filistini and Shaykh Abu Hamza al-Misri.

    If the British government fails to respond to our demands by the last day of March 2008 as they fail to answer to the truce of our Shaykh Usama bin Laden and to the truce of the Emir of Believers Abu Omar al-Baghdadi, then the Martyrdom seekers of the organisation of al-Qaeda in Britain will target all the political leaders, especially Tony Blair and Gordan Brown, and we will also target all Embassies, Crusaders Centers and their Interests through out the country, with the help of Allah.
