Syrian T-80 tank facing South Lebanon, northern Israel
Lebanese sources and eye witnesses report Syrian tanks, artillery and commando units have taken up battle positions in four villages around Hasbaya opposite Mt. Hermon and northern Israel.
According to DEBKAfile’s military sources, Syrian tanks and artillery units continued to move into their new positions Sunday and Monday, Nov. 2-3, so completing their deployment the full length of the Syrian-Lebanese border. Elements of the Syrian 10th, 12th and 14th Divisions and the 3rd Army - withdrawn last week from the 600-km long Syrian-Iraq border - are now poised opposite Israeli positions holding the disputed Shebaa Farms enclave on Mt. Hermon.
Military sources say that whereas opposite the northeastern Tripoli region, Syrian forces are strung out in small clusters of 2 to 3 tanks one or more kilometers apart, their tank units are massed tightly opposite Mt. Hermon and northern Israel.
There are other differences: Heavy Syrian armor is positioned well back from the front-line infantry and commando troops in the north, whereas tanks, artillery and special forces are deployed right up to the border opposite South Lebanon and Israel.
Western and Lebanese military observers relate Syria’s military movements to Damascus’ threats, growing more strident Sunday, of “painful punishment” for the US Oct. 26 raid in northern Syria unless Washington apologizes, clarifies its action and pays compensation.
These observers stress that Damascus has no real expectation of a US apology or clarification, because Syria knows as well as the US that the target was its own forward military base for terrorist strikes in Iraq.
While insisting that an innocent farm was attacked and the 8 people killed were all civilians, the Syrians are taking advantage of the Bush administration’s silence to argue that Damascus has the same right as Washington to carry out cross-border attacks against “terrorist targets” i.e. in Lebanon and Israel. Damascus is winding the tensions up to a pitch where some military action against a US Middle East target or ally in Lebanon or Israel is becoming hard to avoid.
Senior IDF officers and some Western military sources are perplexed by the Israeli government’s failure to pursue deterrent action against the Syrian tanks poised in battle array on its border. Instead, the outgoing prime minister Ehud Olmert is busy trying to reviving indirect talks with Syria before he quits, while defense minister Ehud Barak and Kadima leader Tzipi Livni appear unconcerned.

With the World Cup opening June 9 in Munich, Germany is having an increasing problem with the growth of radical Islamism. German Federal Prosecutor Kay Nehm has recently stated that the country is sitting on a "powder keg" of radical Islamist migrants who could be plotting an terror attack in Germany. Today - Der Spiegel has reported on a foiled suicide bomb plot by three German women. German intelligence sources prevented three German Muslim women from traveling to Iraq; one of the German women planned to blow herself up with her child in Iraq. At least one of the women was a convert to Islam and sources state that all the German women were sympathizers of Ansar al Islam. Ansar al Islam has a history of smuggling suicide bombers from Germany to Iraq. Germany's domestic security agency, the Verfassungsschutz, has also reported recent growth of Islamists in Germany - 32,100 as of 2005, including representation in Hamas, Hezbollah, Muslim Brotherhood, Milli Gorus (Turkish group). Islamists are also angry over the recent death of Amir Cheema, a Pakistani who died in Berlin, while in custody as a suspect in a plot to kill Die Welt's editor-in-chief over publication of Muhammed cartoons. Moreover, the goals of radical Islamism's growing ranks are supported by a growing Neo-Nazism which plans to use the World Cup event to defend Iran's Holocaust Denial and denying Israel's right to exist. Germany is anxious to avoid a repeat of the 1972 Munich Olympics where 11 Israeli athletes were killed by a Palestinian terror group. Some experts believe that Germany is not sufficiently prepared in terms of security for the World Cup and that security plans are relying too much on emergency forces.

DEBKAfile’s Washington sources, report that by the dramatic step of establishing a US interests section in Tehran, 27 years after relations were severed with the Revolutionary Republic, the Bush administration would hope to wash its hands of any Israeli plan to strike Iran’s nuclear sites this year.
Behind the step are US secretary of state Condoleezza Rice and her former deputy Nicholas Burns; its disclosure to the American media attests to White House backing.
The step slots into the American presidential campaign by distancing President George W. Bush from conservative elements, whose thinking was encapsulated by Bill Kristol, of the Weekly Standard when he told Fox News Sunday, June 22: “If President Bush foresees the likelihood of an Obama election, he may decide to go ahead with such an attack. However, if the President thinks Sen. McCain will be the winner, he would leave the Iranian situation for President McCain to handle.” This view was endorsed by Daniel Pipes, a Middle East expert and member of the conservative Hoover Institution.
Democratic Barack Obama has increased his margin against the Republican John McCain by 15 percent.
Regarding the likelihood of an Israeli go-it-alone attack on Iran, former U.N. Ambassador John Bolton said in the same broadcast:
"I think if they [Israel] are to do anything, the most likely period is after our elections and before the inauguration of the next President. I don’t think they will do anything before our election because they don’t want to affect it.”
Sunday, DEBKAfile reported the estimate of Israeli intelligence and military circles that the extension of Mossad director Meir Dagan’s tenure for another year up to the end of 2009 points to a probable Israeli military action against Iran this year before the Bush presidency runs out.
The unsolicited statement by Condoleezza Rice came next on Monday, June 23. On her way to a conference in Berlin of donors to the Palestinian Civil Police Force, she spoke of opening a US interests section in Tehran similar to the one maintained in Cuba. In so saying, she broke away sharply from the international drive led by the Bush administration to isolate Iran for refusing to give up uranium enrichment.
She said: “We do have the station in Dubai where [Iranians] can get visas, but we know that it's difficult for Iranians sometimes to get to Dubai. We want more Iranians visiting the United States. We are determined to find ways to reach out to the Iranian people."
Middle East peace negotiators, Israeli foreign minister Tzipi Livni and Palestinian ex-prime minister Ahmed Qureia are attending the Berlin conference.
Since the 1979 siege of the US embassy in Tehran by revolutionary zealots, Washington has been represented in Tehran by the Swiss embassy. This arrangement has become untenable since Switzerland signed a bi gas deal with Iran, in breach US sanctions against the Islamic Republic.

JERUSALEM - An Israeli attack on Iranian nuclear sites looks “unavoidable” given the apparent failure of sanctions to deny Tehran technology with bomb-making potential, one of Prime Minister Ehud Olmert’s deputies said Friday.
“If Iran continues with its program for developing nuclear weapons, we will attack it. The sanctions are ineffective,” Transport Minister Shaul Mofaz told the mass-circulation Yedioth Ahronoth newspaper.
“Attacking Iran, in order to stop its nuclear plans, will be unavoidable,” said the former army chief who has also been defense minister.

Iran Achieves a Four-Front Missile Command, Breakthrough on Nuclear Missile Warheads

DEBKAfile’s military sources disclose that Iran’s Revolutionary Guards Corps have created a separate missile command, in which Syria’s missile force is to be integrated. The joint command was formalized in a new mutual defense treaty signed by the Syrian defense minister, Gen. Hassan Turkmani in Tehran last week.
Israeli military sources judge the operational merger of Iranian and Syrian missile corps to be a major strategic hazard to the Jewish state.
Western and Israeli military experts connect it with other indications that Iran’s program for developing missiles capable of delivering nuclear payloads has gone into high gear and reached an advanced stage. They believe the Iranians have beaten most of the technical difficulties holding it up.
On May 26, the International Atomic Energy Agency in Vienna, which often goes easy on Iran, released a harsh report confirming Iran’s progress in “missile warhead design.”
The new missile command was cautiously announced last week by the IRGC commander, Gen. Mohammad Ali Jafari. He said: “An independent command might be created in Sepah (IRGC) in order to fortify the structure and activities of the missile section.”
DEBKAfile’s Iranians sources explain Jafar’s cautious language on three grounds:
1. He was preparing Iran’s population and the Arab world for a pretty portentous development.
2. He was at pains not to put off figures in the West who argue strongly in favor of unconditional talks with Tehran over its nuclear misdeeds. He counted on those advocates shouting down the Western strategists who would appreciate the startling significance of the separate command.
3. Tehran also views Syria’s co-option and the new mutual defense treaty as a sort of guarantee that Assad’s “peace talks” with Israel will in no way detract from his military and other commitments to Iran.
DEBKAfile’s Iranian sources disclose that the details of the combined command were worked out ahead of the Syrian defense minister’s talks in Tehran: It was agreed that Syria’s missile units would come under the new independent Iranian missile section and their operations would be fully coordinated with Tehran. Iranian officers are to be attached to Syrian units and Syrian officers posted to the Iranian command.
In the interim, Hizballah’s rise to power in Beirut has brought Lebanon into the shared Syrian-Iranian orbit. This development has enabled Tehran to line up a row of missiles deployments of varying strengths from Iran, Syria and Lebanon and up to the Hamas-ruled Gaza Strip – a missile array never before seen in the Middle East and a strategic menace most of Israel’s security leaders rate unacceptable.
Military experts comment that Tehran’s centralized control of four hostile missile fronts will virtually neutralize the American and Israeli anti-missile defense systems in the region; the Arrow and the Patriot missile interceptors could handle incoming missiles from one or maybe two directions – but not four.
DEBKAfile’s military sources report that Israel’s armed forces have been working overtime, against repeated holdups, to get the third Arrow battery installed. It is to be deployed in northern Israel as a shield against Syrian ballistic missiles and Iranian missiles stationed in Syria.
The formation of the joint Iranian-Syrian missile command has slowed the project down. It calls for modifications in the Arrow’s deployment to meet the fresh challenge and a time-consuming study by US and Israeli intelligence specialists of how the new command structure functions. Western military sources doubt the Arrow system will be up and running by this summer, a period considered critical by military observers.
They discount as over-optimistic recent claims by Israeli officials that the new Iron Dome will be ready for operational testing against short-range missiles in the next year or two.
In a related development, DEBKAfile’s Gulf sources report that next week, Iran’s supreme ruler Ayatollah Ali Khamenei and Syrian president Bashar Assad launch a major campaign to further isolate American influence and bludgeon moderate Arab governments into alignment with their extreme anti-US, anti-Israel line.
Assad sets out Sunday, June 1, for the United Arab Emirates for talks with Sheikh KHalifa bin Zayed al-Nahayan in Abu Dhabi. Tuesday, he spends two days in Kuwait. The visits were set up by the Qatar ruler Sheikh Hamad bin Khalifa al-Thani, who spent Friday, May 30, in Assad’s palace, gathering compliments for the Doha accord he mediated which solved Lebanon’s political crisis by installing a national unity government in Beirut dominated by Hizballah.
The Qatari ruler, Assad and Khamenei have joined forces to use the Lebanon accord as an object lesson to teach Arab governments that they do not need the United States or Saudi Arabia to help them manage their problems.
This message was relayed in Iran foreign minister Manouchehr Mottaki’s arrogant statement in Stockholm Friday. He said: “The United States of America needs a serious review of its foreign policy towards the Middle East. These policies in… Afghanistan, Iraq, Lebanon, Palestine and generally speaking in the Middle East are mistaken policies.”
DEBKAfile’s political sources point out that these reverses are piling up against the United States and Israel at the worst time possible: both governments are hobbled - Washington in the dying days of the Bush administration, and Israel, by the grave corruption allegations against prime minister Ehud Olmert which have placed him and the other two senior policy-makers, the defense and foreign ministers, at loggerheads.

Nuke sites and command and control at each location, freeze computers, and cut phone and Internet connections, just makin a list. OK thats air power from two air craft carrier groups, and we still have the third carrier group in reserve.

Yesterday, the Jerusalem Post ran a short story about a soon-to-be released US-Israeli report on the September 6, 2007 attack on the alleged North-Korean supplied Syrian nuclear facility. The Post says the (Israeli) attack was related to Saddam’s WMD. This is the text of the relevant part:
'Report on Sept. 6 strike to show Saddam transferred WMDs to Syria': An upcoming joint US-Israel report on the September 6 IAF strike on a Syrian facility will claim that former Iraqi president Saddam Hussein transferred weapons of mass destruction to the country, Channel 2 stated Monday.
It’s a pretty remarkable story. Given Syria’s support for Saddam in the run-up to the war and the Asad regime’s ongoing efforts to support former regime elements after the fall of Baghdad, it wouldn’t be surprising if some of Iraq’s WMD actually made it to Syria. While many still believe that Saddam transferred his WMD out of Iraq on the eve of the 2003 US invasion, however, to date, no evidence has been found to corroborate the theory.

DEBKAfile’s military sources report that the 19 o’clock warning siren Tuesday, April 3 – day three of the nationwide missile defense exercise – was not heard in many parts of Israel, including the Knesset – as criticism of the exercise spread.
Most people did not know where to find public shelters – none were marked - and were given no answers about protection against chemical or biological missile warfare.
