    EMP: The Next Iranian strategic threat to the US Mainland?

    One case in point: We joined our international partners yesterday in announcing a major takedown of a transnational criminal network that was buying and selling stolen financial information through an online forum known as “Dark Market.”

    “The business of the United States is done on the Internet,” said Henry, a veteran cyber crime investigator. And the information that flows electronically 24/7 is increasingly the target of not only identity thieves and scammers, but organized crime groups, terrorists, and overseas governments.

    “There are a number of countries who have an interest in stealing information from the United States,” Henry said, explaining that as many as two dozen nations have taken an “aggressive interest” in penetrating our networks. In the past year, he added, “the malicious activity has become much more prevalent.”

    Malicious activity could come in the form of attacks that deny access to websites, that compromise sensitive information, or that introduce “botnets” that spread viruses and covertly co-opt computers to carry out data theft.


    “There are a number of countries who have an interest in stealing information from the United States,” Henry said, explaining that as many as two dozen nations have taken an “aggressive interest” in penetrating our networks.


    New groups of hackers—virtual gangs—are a growing threat as well, banding together to pool their expertise and carry out coordinated cyber attacks. Henry pointed out that in years gone by, if a gang wanted to rob a bank, it needed crooks with various skills—safe cracker, get-away driver, look-out, etc. That’s essentially what we’re seeing in the cyber world today, only these virtual gang members have never met in the physical world. “There are organized groups that are very successful,” Henry said.

    The 3 Ps. To address the rising threat, the Cyber Division has a threefold strategic plan—“Prioritize, Proactive, Partnerships.”

    By prioritizing our efforts, we can go after the most critical threats. Being proactive means adopting the same time-tested investigative techniques that have been so successful in our physical crime investigations—the use of informants, electronic surveillance, and placement of undercover agents to penetrate and dismantle virtual criminal operations.

    SIGH: THEY ARE USING INVESTIGATIVE TECHNIQUES THEY DEVELOPED IN THE 19TH CENTURY, TO FIGHT A CRIMINAL PARADIGM DEVELOPED IN THE 21ST CENTURY. AND HAVE A BACKLOG OF 2 MILLION COMPLAINTS.G.

    The third “P”—partnerships—means building even stronger relationships with law enforcement agencies worldwide. He said we’ve worked with such countries as Great Britain, Canada, Russia, and Turkey to swap best practices and techniques. We’ve also sent agents to Romania to work with law enforcement there, leading to nearly 100 arrests in cyber crime cases representing “tens of millions of dollars” in losses, Henry said.

    And the Internet Crime Complaint Center, or IC3—a partnership between the FBI and the National White Collar Crime Center—continues to assist state and local law enforcement in fighting cyber crime. Since its establishment in 2000, IC3 has received more than a million complaints. In the last couple of years, there’s been an “uptick” in the number of reports, according to Henry. Lately, they’re coming in at the rate of nearly 20,000 per month.

    COUNTERPOINT:

    The FBI on Friday boasted that its two-year long undercover operation against users of the crime forumDarkMarket netted 56 arrests worldwide and prevented $70 million in economic losses, publicly acknowledging the sting for the first time.

    "In today's world of rapidly expanding technology, where cybercrimes are perpetrated instantly from anywhere in the world, law enforcement needs to be flexible and creative in our efforts to target these criminals," said FBI Cyber Division Assistant Director Shawn Henry in a statement. "By joining forces with our international law enforcement counterparts, we have been, and will continue to be, successful in arresting those individuals and dismantling these forums."

    British police say they've arrested five DarkMarket users in recent days, and 11 since the sting began in late 2006. The other arrests have been in Turkey, Germany and the United States, according to the FBI. Spokesman Brian Hale said the feds won't be going into more detail. "We have released all the information in that release that we're publicly going to discuss at this point in time," said Hale.

    DarkMarket allowed buyers and sellers of stolen identities and credit card data to meet and do business in an entrepreneurial, peer-reviewed environment. It had 2,500 users at its peak, according to the FBI. 

    Documents uncovered by a German radio network on Monday first revealed that DarkMarket had been secretly run by an FBI cybercrime agent for the last two years, until its voluntary shutdown earlier this month. The leader of the site, know online as Master Splynter, was in fact FBI cybercrime agent J. Keith Mularski, part of an elite seven-agent cybercrime unit based at the National Cyber Forensics Training Alliance in Pittsburgh.

    Safeguarding our cyber borders

    London shoppers who bought groceries with bankcards over the last two years paid a higher price than they bargained for.

    Cyber thieves had implanted unauthorized circuitry in keypads sold to supermarkets in the Barking and Dagenham area of the British capital. The corrupted keypads were then used to capture account information and Personal Identification Numbers (PINs). The data were siphoned off and used to skim from or in some cases empty shoppers' bank accounts.

    The thieves covered their tracks by encrypting the numbers they stole, then storing them on a computer server abroad. It took more than a year for the authorities to catch on.

    Stories such as that aren't only sobering news for consumers. For folks charged with securing and protecting the nation's defense and intelligence infrastructure, however, increasingly sophisticated cyber assaults are a chilling -- and increasingly familiar -- challenge.

    The same devices that thieves use to sneak into bank accounts, the same techniques that hackers use to disrupt Internet service or alter a digital profile, are being used by foreign military and spy services to besiege information systems that are vital to our nation's defense.

    Because defense and other national security contractors share data and systems with their government partners, an attack on one can be an attack on many. Plans are only as secure as the weakest link in the information chain. These days, those links are being tested as never before.

    The attackers' goals fall into three categories:

    • Information theft. Stealing data from a target personal device, system or network is the most common threat. For example, a disgruntled Boeing employee was charged last year with lifting more than 320,000 sensitive company files by using a thumb drive to tap the corporate system. Boeing estimated that the stolen documents would have cost it between $5 billion and $15 billion in lost revenue had they been given to competitors.

    • Information disruption. Hackers who sneak into government systems and alter crucial operating data are a growing concern. In 2006, a disgruntled Navy contractor inserted malicious code into five computers at the Navy's European Planning and Operations Command in Naples, Italy. Two computers were rendered inoperable when the program was executed. Had the other three computers been knocked offline, the network that tracks U.S. and NATO ships in the Mediterranean Sea and helps prevent military and commercial vessels from colliding would have been shut down.

    • Information denial. Cases in which private or government computer systems are shut down by floods of automated hits are also on the rise. In April 2007, Russian nationalists used such a ''distributed denial of service'' attack to block access to the networks of the Estonian parliament, the president's office and many of that country's banks, news organizations and Internet service providers.

    The ''What Ifs'' are an even greater concern. Could an adversary insert erroneous data that would cause weapons, early warning systems and other elements of national security to fail at critical times? What if financial or medical records were altered, or rail or air traffic control systems were corrupted? What if malicious code were secretly installed during the manufacture or shipping of computer equipment, to be activated at some future date? How would we even know what threats we face?

    Cyber WMD

    The Director of National Intelligence office misses the biggest threat, a cyber WMD.
    They are ignoring the best and cutting edge technologys, technologys that are being used by the Russian Business Net,and the Chinese civilian hacker forces.

    First the WMD.
    An attack that takes out ALL Internet nodes, the RBN has the technology and the Chinese have the hackers and bots,add to that a few crucial Internet cable cuts in the high seas, and you have a net, the WWW DOWN.

    And the worlds finanical systems knocked to the levels of 1940's, no Internet, no cell phones, no ATMs.
    And if you can bring the WWW backup all the bots are still on line and running to take it back down. The technology is available to take out bot attacks world wide, if USA prepares ahead of time and is willing to think not only outside the box but outside the room.
    The Military needs its own WWW NOT connected to the civilian WWW.
    But who would do this kind of suicide attack, someone who understands and uses suicide attacks, terrorists.
    Or a nation that believes the in coming of the 13th Imman, driven by the apoplectic vision of world destruction and the final Imman, Iran.

    Once again a military force is preparing
    to fight the last cyber war, not readying for the New WMD
    Cyber paradigm.

    Bloggers threat to National Security, OPEN SEASON


    WASHINGTON - It's the government's idea of a really bad day: Washington's Metro trains shut down. Seaport computers in New York go dark. Bloggers reveal locations of railcars with hazardous materials. Airport control towers are disrupted in Philadelphia and Chicago. Overseas, a mysterious liquid is found on London's subway.

    And that's just for starters.

    Those incidents were among dozens of detailed, mock disasters confronting officials rapid-fire in the U.S. government's biggest-ever "Cyber Storm" war game, according to hundreds of pages of heavily censored files obtained by The Associated Press. The Homeland Security Department ran the exercise to test the nation's hacker defenses, with help from the State Department, Pentagon, Justice Department, CIA, National Security Agency and others.

    The laundry list of fictional catastrophes -- which include hundreds of people on "No Fly" lists suddenly arriving at airport ticket counters -- is significant because it suggests what kind of real-world trouble keeps people in the White House awake at night.

    Imagined villains include hackers, bloggers and even reporters. After mock electronic attacks overwhelmed computers at the Port Authority of New York and New Jersey, an unspecified "major news network" airing reports about the attackers refused to reveal its sources to the government. Other simulated reporters were duped into spreading "believable but misleading" information that worsened fallout by confusing the public and financial markets, according to the government's files.

    Let me get this straight:

    The AP is publishing cyber-security planning scenarios, thus making it easy for the enemy to know what's not being planned for.

    The major papers are routinely publishing reports on highly classified documents.

    Bureaucrats and Congressmen who are losing turf battles leak state secrets all the time.
    And it's bloggers that they're worried about?

    Didn't we go thru this already with Bin Laden, 5 attacks over seas then NYC 911.

    drive the damn head into the platter, raise the temp, shut off the fan, format the whole damn server. There is an entire list of trouble one can do.

    Right now there is NO consequences to attacking an USA PC, or network.

    There is no escaping the suspicion that spammers have been charting a cagier course in recent months. Electronic messaging managed service provider MessageLabs has noticed too.

    Previously pristine inboxes are finding that image files and PDFs containing pump-and-dump stock pitches and advertisements increasingly slip through. Excel and Rich Text Format (RTF) spam have also been detected in the wild.

    The cause can be summed up by one word: botnets.

    Although spam has decreased from its peak in July 2004 when it accounted for a staggering 94.5 percent of the email monitored by MessageLabs -- it now hovers around 71 percent -- the monetary spoils have prompted spammers to pursue more exotic methods of keeping those coffers full.

    Responsible for spewing spam and dropping the DDoS hammer on Web sites, botnets can hardly be considered an up-and-coming threat. However, a relatively new breed of botnet, spawned by the Storm worm, is proving to be tenacious adversary.

    The malware has been contributing to a slight uptick in spam lately, according to MessageLabs' Chief Anti-Spam Technologist, Matt Sergeant.

    "We're currently seeing a slight rise. Nothing anywhere near as huge a rise as we saw last year. But it's early days yet," he states.

    Purportedly under the control of the notorious Russian spammer Zliden, the Storm-based botnet is a very different beast. First, its sheer size is immense. According to MessageLabs, Storm is believed to have infected 50 million machines, though only 10 - 20 percent of its capacity is being used.

    A series of letters apparently threatening Goldman Sachs (GS - Cramer's Take - Stockpickr) have been sent to newspapers around the country, and the FBI is investigating the matter.

    The letters read, "Goldman Sachs. Hundreds will die. We are inside. You cannot stop us," according to reports published Friday.

    Nine newspapers received the letters, which were mailed from New York and postmarked late June. They were signed "A.Q.U.S.A.," the reports indicated.

    Goldman, based in downtown Manhattan, is one of the world's leading investment banks.

    The letter, received by the Caller-Times on Tuesday, contained four lines handwritten in red ink and was postmarked Queens, N.Y.

    The letter mentions Goldman Sachs, a New York-based investment banking and securities firm, and includes the line "Hundreds will die." It was signed "A.Q.U.S.A."

    The Idaho Statesman newspaper in Boise was among news outlets that received anonymous mailed threats against the Goldman Sachs investment firm.

    The F-B-I is probing the threats, but does not consider the warnings to be of "high credibility," an investigator said Friday.

    The letters, handwritten in red ink on loose-leaf paper and signed "A.Q.U.S.A.," were mailed to 20 newspapers around the country, authorities said.

    The letters contained the warning: "Hundreds will die. We are inside. You cannot stop us."

    A federal law enforcement official familiar with the investigation told the AP that the F-B-I "does not assign high credibility to the threat" because of the circumstances surrounding the letters, including their brevity and the nonspecific nature of the threat.

    Goldman Sachs has offices in New York _ and around the world.
