    Terror sites down, Jahiddies in bad pain.

    For Opsec we have had to sit on this story for 24 hrs, its been a long 24 hrs.

    The Jahiddies are in a Frenzy today, most of their terror sites have been shut down.
    For two days now there has been a continual  1,400% increse in traffic hunting for terrorist sites.
    The across the board strike has been very sucessful.


    Why shut down a Terrorist web site? Our Answer
    They will just start it back up again.
    Pop back up somewhere else.

    I'll give you a first person look at how the terrorist webmaster feels about it.
    For those of you that have a WEB SITE how would you feel of you lost your web site
    and had to start over with a new URL. Find a new host who won't kick you off.
    Re-build it, re program it, set up the new links and then spread the new url around
    without us, finding out the new site and close it down all over again.

    Take out their main Command and Control ( Terrorist web sites ) and they hurt.
    They are scrambling for programers, and building a terrorist web site is a crime, and we will
    be hunting for you.

    Ever wonder how a terrorist webmaster feels about having his web site shutdown?

    Our BSU gives us a hint. Some packets were unrecoverable.

    ".....In the city, I look for us, hardly ever seeing any of my dear sisters or brothers, I'm alone most of the time, but I'm not truly alone, this I know as Allah(swt) is always with me and for that I am blessed. I just sometimes wish i could be among Islam in real life I am excited when i think Our Ummah is growing by thousands on the Internet and continues to grow by the day. Inshallah I wait for the day that Islam and caliphate rules the world!! I did not back everything up and have lost much,

    So much work wasted, and how will I get alll my visitors back? Each time it is fewer and fewer. Where to find a host but Allah will guide me.  It is Allah's will that I continue with my electronic jihad.  Inshallah sometimes In my darkest hours when I am weak, I wonder if it is worth it, they will just knock the site down again. It causes me much pain, the wasted time... I HATE them...these spawn of satan..... ( lost in capture ) the USA...I HATE this place!  The whole country is morally corrupt. The government is cheating their own people. Inshallah some day I will be able to leave USA, then Inshallah I will go to live in an Islamic country, where I can make a good life...a pure life as Allah(swt) wants us to live.

    With Allah's blessings maybe even marry a good woman and start a family. Not one of these filthy dirty women from the West. They all look like prostitutes. I cannot wait until one day I can escape this. But Allah(swt) has a reason for everything we do and I trust Him to look over me and guide me. It is in Allah's hands that I live my life.

    One day....yes one day I will escape the West to live where all blessed Muslims live, in our Caliphate/homeland. Until then, I find solace knowing the Internet  Ummah is here for me and this is a gift as well.

    I hate the filthy Kafir with my very soul."

    TAKE THEM ALL DOWN




    'Let's not let the extremists on the Internet,' " the senior U.S. counterterrorism official said. "I don't think that's possible. Yes, we could go around shutting down Web sites, but it doesn't really work as a strategic weapon against al-Qaeda."

    WHO SAID THIS?.... wrong .....wrong...... WRONG in so many ways and on so many levels.

    Doesn't work as Strategic weapon...
    Leaving up 6,000 terrorist web sites, has worked wonders,
    Leaving up their PUBLIC command and control.
    Leaving up their propaganda, running 24/7
    Leaving up their public recruiting .
    Leaving up the links for funding?
    We have found sites with phone numbers, even bank account numbers for Public donating to terrorists.
    Leaving up their lies, heinous violence videos, beheadings, executions.

    THAT HAS ALL WORKED WELL.

    SURRENDERING THE INTERNET TO aL QAEDA HAS WORKED WONDERS.

    TAKING DOWN HUGE NUMBERS IS A Strategic weapon!!!

    If it wasn't for the Internet al Qaeda would have went the way of so many other
    terrorists groups, oblivion.

    The Military leaders that think the WWW doesn't matter or isn't important in the GWOT
    need to be replaced.

    The WWW allows al Qaeda to survive.

    To sell their contorted view of Islam world wide, to independent self actualizing CELLS.

    And some counter terrorism "EXPERT" SAYS:
    "shutting down Web sites, but it doesn't really work as a strategic weapon against al-Qaeda."

    Is the Military's feat of the Internet endemic?

    If we carry the current pardign forward, we have what 12,ooo or 24,000 terrorists sites the USA is ignoring?


    Or maybe they are collecting valuable intel from these sites?

    The argument seems to be leave the terrorist sites up to collect Intel,
    Well the total number have grown to over 4,000. sites.
    And the sites are recruiting others and the number of sites continue to grow.

    This paradigm will insure the growth of Jahiddie sites, at what point do they put stopping recruitment ahead of intel gathering?

    Feels like the cart before the horse.

    Watch them grow and collect info???

    Terrorist web sites, what to do?

    What to do with the terrorist web sites?

    It is a involoved paradigm, and we are picking our way through the potential mine field.

    Some argue to leave them up for the Intel production.
    And that some Intel may be lost if they are shut down.

    Dan speaks of a tipping point.

    I am also looking at a tipping point.
    A different tipping point.

    Consoider for a moment if ALL terrorist sites were taken down,
    one swipe world wide?

    That would have a significant impact on recruiting, and generating home grown terrorist, and many other benefits.

    Each time a site is shut down, they loose part of their audience,
    and loose data and creditability.
    Not to mention the security they must build and maintain to set up a new site,
    and the psysic energy and the blow to morale, consider loosing your own Blog.
    The wasted time setting it back up knowing it will be shut back down again.
    and loss of command and control, and com links.
    If they email members of the new site then they are also notifying us.
    We are hidden in their lists.

    We have passwords to most sites, and back doors and mine them for links, urls and members
    and copy the entire site before shut down. And are working to make these copies
    available to the FEDS, we know they probally have copies already, but in case we take down one that don't have a copy for , we do have the copy. We have the man power to avail our selves
    of these capabilities with Company "C".

    Company "C" allows me to move from Intel collection and reporting to developing actionable Intel for the FEDS, and planning operations and prosecuting the GWOT with in legal limits.
    In an area that needs service.

    We also give the FEDS prior notice before we take down a site, and are willing to sign secrecy
    agreements on any sites they want to remain up.

    Of course it can be argued that this drives them to the Dark web.
    Which limits their public recruitment and command and control to the Ummah.
    And reduces the number of sites.

    And we have moles working in many of these dark sites.
    If you have a dark site it limits your recruitment and public influence.
    And command and control to a very limited cadre.

    The estimates we have seen estimate there are 4,000 terrorist web sites.

    We recently took down a little known hub for propaganda distribution.
    Thousands of vids very little text.

    The number of terror sites hosted by American Companys could be drastically cut
    by a few prosecutions under current laws, as it stands now their is no down side
    to hosting a terror site other than Bad PR when they are caught, and then they
    claim they didn't know. . Violation authority cited:
    And many hosts just ignore the complaints, currently without
    any prosecutions the law is with out teeth.
    Company "C" is looking for an Attorney to file complaints against the
    hosts for violation the laws, we can supply the complainant and evidence.

    you open the possibility of direct attacks on servers by USA military.

    USSOCOM: new multiple language web sites.


    I was studying "Civilian Irregular Information Defense Group" and posted a comment on
    'Trans-Regional Web Initiative' Friday, 18 January 2008 by cannoneerno4.
    ( Excellent article )

    USSOCOM: new multiple language web sites.

    They are outsourcing the effort to build websites in different languages to counter the Terrorist propaganda, lies, and present USA efforts in balanced terms in support of U.S. Special Operations Command (USSOCOM) in the Global War on Terrorism (GWOT).

    And I suspect the military are scared as hell of it, will blanket it with all variations of rules, regulations and red tape.

    A blogger in the Military must get permission of 5 or 6 officers before they can post, and each post must be reviewed. These reviews come from Officers in theater in combat, and have much better use for their time. And instead of thousands of Blogs in real time from US military personnel they have close to none.

    The Military's concept of the Internet is utilitarian communications channel, suspect, dangerous
    and high risk.
    They tend not to view the Internet as the ultimate war weapon.
    Intead of viewing the Internet as a "Social Change Engine", a hearts and minds access tool: the Military consensus is the INTERNET is a leak vector, career killer, mine field.
    But it is a start, they will no longer be MIA on the Internet.

    What bench mark would I use to gage its sucess?
    A million hits a year to an Arabic website.

    If you have that kind of traffic they you are hitting the mark/interest of your surfers.
    And you then have an audience to influence, a real chance to connect to the hearts and minds.

    A consideration would be a forum, dual english/arabic, where the Jihadiies can talk directly to
    USA Info warriors. I don't fear what the terrorist say, I fear not answering their lies.
    The expectation is not to convert the hard core, but to influence the 'Lurkers' the visitors who don't post but just read, they out number the posters by at least 4 to 1.
    And your demographic will be the same as the terrorist use to recruit.

    The main site would have an automated news feeds related to Arabic interest in the Middle East.
    VOA type commentary, Drudge type breaking news, and hot viral videos.

    A huge draw would be to match up Terrorist videos, with US videos of same incident, a chance to see the action from both sides. This alone would flood the site with visitors.

    I'm a member of some Military forums, both covert and in the open.
    And the experience has been generally disappointing.

    Innovation, breaking free, exploring new uses, and utilizing the full potential, and concepts of social change are not the de-rigeur, rule bound and archaic web concepts are usually the rule of the day.

    The aspects of the Internet as a social weapon, the context for the concept is generally lacking.
    Process is key to deployment.
    The faulty paradigm is that generally the USA would be un able to influence opinion.
    This thought co-exists with that of a man in a cave running the worlds biggest, and most successful Brand of social change engine in the world, out maneuvering the worlds Greatest multi media force, USA culture.

    This Internet operation is going to be very difficult to engender a success.
    The mixing of the Militarys Oil ( control/order ) with civilian Water, ( savvy/Innovation ) is going to take a very strong civilian counter part to stand against the built in risk aversion/fear attitude the Military has towards the Internet.

    I am defining Internet Anthropology in this case as the study and research of the interactive interfacing of human culture with this technology.

    Observation, synthesis and action are the essence of applied Anthropology.

    5 Internet Paradigms

    Depth and Breadth of Internet.

    Paradigm #1) Biological paradigm.

    The Internet almost seems alive, it not only knows when someone touches it, but who touched it (IP adr) when and for how long. And ( I'm taking some license here) but can tell me when the data on my web page has passed over the light receptors in your brain. It seems almost alive in terms of telling us when it is being used, where person is, what country, time on site, pages visited, length of time on each page, how they got to my web pages.

    Paradigm #2)

    Law of supply and demand.

    There ARE many examples of new Internet processes. Lets look at a few. The "Wall ST. Journal", January 1, 2000 had an extensive Issue on 'So long Supply and Demand' and 'the New Economy'. As a veteran stockbroker I feel the laws of supply and demand ARE eternal, but ARE they? Lets look and see are these laws slipping?

    1. The Industrial companies of the S&P 500 during the 1990's created $245 BILLION dollars of new wealth by converting atoms to bytes as in software. They send copies of the program over the Internet and rearrange the bytes on your computer. There is almost an unlimited source of atoms & limited demand, and as the software improves it becomes more valuable ($). Under the old laws of supply and demand they worked something like this, supply + demand = price. If there is a small supply the price tends to go up and if there is small demand the price tends to go down. But we have almost a reverse of Supply and Demand, We have an unlimited supply and limited demand. The Internet is presenting us with new paradigm a New Process.

    2. Free.

    Computer programs are given away free over the Internet, (winamp.com, equal to a $200 stereo system, Free) because they make more money selling cheap but great UPGRADES, and from advertising than if they sold the original product. Another example is giving away Internet service, 100 megs bytes of computer space, because they make more from the advertising they sell on these pages, than if they charged for their products.

    Once you write a computer program each additional copy is almost costless. This is a new process to make money by giving away your base product. These Internet companies carry very little inventory unlike General Motors or a manufacturing corporation, they just move bytes on your computer into the form of their program via the Internet. New corporations with unlimited product supply, computer programs, no inventory, instant delivery, and potential world wide market is a NEW paradigm. We will have stock market corrections, but we are playing with a new economic paradigm. And we have not seen the new mega Internet corps. yet, only the seeds of germination of their seeds, forms and concepts. ( Google went public in 2004 at $100 per share, Friday it was over $600)

    Paradigm #3)

    Third world internet usage.

    It used to be that one had to know a specific computer language just to get a program to run, "msdos", now it is point and click. Even the African, Bushmen in south Africa, ARE helping in a conservation project with 'palm pilots', which have had a Global positioning System added. When they see an animal the push a icon key that relates to that animal, they are able to track herd movements, sizes, directions, deaths etc. even though they don't know any computereese.

    New process.

    And there ARE many translation programs available that automatically translate a document or web page on the web.

    Paradigm #4 )

    Arbitrage.

    Arbitrage used to be used only in financial and commodity markets. When there were market imbalances, buy low on one market and sell higher on another market. But it now applies to labor markets, Lucent Technologies and Consolidated Edison have turn to India and Ireland for software testing, because of cheaper labor. Just these two points present a potential new process, for a capitalistic motive to place Internet backbone and computers in third world countries for Free because of a profit motive from labor arbitrage.

    Icon oriented programs or translation programs and labor arbitrage opens the door for the possibility of profit from outfitting the third world with computers. Which would also allows the developing world to market finished products world wide via the Internet not just export raw goods with the help of IMF and the World Bank.

    It also places in their hands tools for their own concepts in 'social change engines'. I have seen news reports that Bill Gates has plans to orbit 300 satellites for world wide wireless Internet.( This was 7 years ago )

    5th paradigm,

    What is the internet?

    A book, telephone, magazine, stereo, movie, typewriter, mail, news, stock trading, catalogs, bulletin board, diary, meeting place, business, fax, library, photo album, radio, search engine, etc. No it IS none of these and IT CAN BE ALL OF THESE!

    "New uses and discoveries for the INTERNET will center on "PROCESS" & "ORGANIZATION". ( ie terrorism, process and organization, I didn't see terrorist using it 7 years ago though )

    Using these paradigms we see the Internet is (sic) almost alive, has changed the laws of economics, and will probably encompass the entire world for economic reasons, and its uses and functions are limited only by our imaginations. The point I want to get across is that by putting "intelligence (data)" into a paradigm and tracking its growth our understanding is far more broad and comprehensive and immediate, than just by looking at facts and data. This is very important concept when trying to understand the Internet. There are now more pages on the internet than have been printed since the invention of the printing press.


    Web pages are NOT like: Newspapers, magazine's, video, photo albums, radio, CD's, US mail, telephone, games, library or graffiti. Web sites can be like all of these combined.

    An example of a successful 'social change engine' used only one of these, a book! Upton Sinclare's book "The Jungle" also was a prime example of applied anthropology, there were great changes in the meat packing industry sanitation and for workers conditions as a result of this book.

    Could the Internet be used as a Social Change Engine like Sinclare's book?

    Hegel (1770-1831) may have expressed it best. In his terms, we discover an antithesis and develop a thesis out of which emerge a synthesis, and this dialectical process continues as each generation becomes more enlightened. We seek rational insight not just the ambition to amass a mere heap of facts, an encyclopedia. Like Hegel we believe in the unconquerable faith that reason does exist. However truth exist only as a possibility, a potential. It is only when this idea is accompanied by action that this idea as well as abstract characteristics generally, are realized or actualized. For in and of themselves facts are powerless. A WEB PAGE WITH OUT HITS, followed by action, IS JUST A PILE OF WORDS AND GIFS, images, encyclopedia.

    By Adapting Professor Keyan Tomselli's concepts of semiotics, as presented in his book " Appropriating Images" we are able to track a web sites many messages, i.e. the conceive text, the produced text, and received text. We can track levels of understanding, orders of significance, and any discrepant decoding. And review the pages ORGANIC's, how alive the page is. HOW I can connect it to the visitor, and improve this communication connection to the point of action on the part of the visitor.

    Observation, synthesis and action are the essence of applied Anthropology.
    I am defining Internet Anthropology in this case as the study and research of the interactive interfacing of human culture with this technology, to the point of action.

    Al Qaeda understands this concept and is currently running the Internet Paradigm.Below

    al Qaeda is different than ever before.
    They have morphed from a controlled corporate structure to a free form franchise.
    Moved on from a centrally controlled payroll to affiliations under the same BRAND.

    They have suffered many defeats which has caused them to switch battlefields
    and methods. They have opened new fronts in Lebanon, Algeria, London, Germany, China, and many other locations because they are loosing troops, cadre in Iraq, but the major shift has been to the Internet.

    The USA is allowing al Qaeda to control the Internet paradigm.
    USA controls the battle field but al Qaeda controls the Internet and consequently the hearts and minds.

    If USA kills them it is called a victory of martyrs.
    If they are jailed they plead torture and disrespect,
    and then they produce videos of them beheading civilians.

    They show videos of USA attacks and claim civilian casualties.
    They show videos of their attacks and claim all USA troops were killed.

    Al Qaeda hide in the shadows and attack easy targets, and call them selves brave.
    USA patrols the most dangerous parts of Iraq protecting the public and AQ call them
    infidels.

    AQ videos an attack with their cell phone, email to their media section and they have it out on the Internet in 30 min. of the attack.

    On balance,
    USA's losses are very good, any KIA, is sad.

    But compared to WWII rates the USA army is doing a remarkable job.

    Around 150,000 troops at WAR, and KIA are 3 or 4 a day.
    And they are not setting around is some safe fort,
    they are out on patrol looking for AQ.

    Hunting AQ, snipered, IED, Shaped charges.

    AQ instruction manuals say to be like dust or a gas, unnoticed and just disappear,
    to always seek a safe easy target.

    USA troops are trying NOT to kill civilians,
    AQ is trying TO kill civilians, Market bombings.

    USA troops are trying to stop a civil WAR.
    AQ is trying to start a civil WAR.

    USA troops are trying to build a country.
    AQ is trying to destroy the country.

    USA troops patrol the streets.
    AQ hides in shadows.

    USA troops are trying to give the Umma the VOTE.
    AQ is trying to KILL the Umma.

    AQ says fighting the USA troops is like trying to run in STEEL RAIN.

    AQ IS BASTARDIZING ISLAM.
    USA troops know the difference between AQ and Islam.

    ( Al Qaeda has managed to brand the USA as the bad guys even in light of ll the above. )

    And USA is loosing the media war, loosing the hearts and minds to al Qaeda...

    They have suffered many failures, many of its top cadre killed, failures in
    attempted take overs of Egypt, Jordan, Saudi Arabia, and attempted
    establishment of government in Somalia.

    By by corrupting the Koran al Qaeda has established a base of followers world wide
    who are subject to his brand of propaganda, even though it violates the very basic principles of the Islamic religion.

    By effectively using the Internet he has established a a cadre of members in Europe, England
    the Maghreb, far and near East and Asia.

    His "Brand " labels him as the primary symbol of terrorism, in the West and the successful
    symbol of resistance in the Muslim world.

    His primary goal is to establish a caliphate and destroy Israel, Jordan, Pakistan,and Saudi Arabia.

    But he mis-calculated on his strategy with the USA, he thought he could lure them
    into a short war in Afghan and defeat them much like the Russians.

    So far USA has focused on attacking al Qaeda not its ideas, or the false brand
    of Islam they have established, which has allowed world wide recruiting.

    Al Qaeda's hypothesis is its Achilles heel, it is in violation of Allah's word the Koran

    And AQ is not being attacked in this quarter.

    AQ media arm is recruiting via the www more wannabees, their social change engine is running at full speed, and the rest of the world has yet to field any social change engine other than military.

    AQ media arm promotes its propaganda daily, and are moving into a NEW PHASE OF PROPAGANDA PROLIFERATION and recruitment and funding. ( Breaking )

    AQ is being defeated militarily every day, but their propaganda proclaim their continually victory.
    The number of their deaths, defeat by western standards, are celebrated as victory's of martyrs.
    While the West talk of pull out.

    The media arm of AQ is more dangerous than AQ in Iraq, The media arm is the deep well for the suicide bombers, cannon fodder and homegrown terrorist, wiping them out will go along way to stopping recruitment and home made wannabes.

    They are not being engaged on the Internet, they are winning on the WWW with USA as a "no show".

    USA needs to deploy the mother of all "Social Change Engines".

    al Qaeda has Weaknesses:

    Pakistan has arrested more high level AQ than any where in the world, because Pakistan is the seat of AQ.
    They still have a base of operations in Pakistan and continue to erode that government.

    When USA does pull out of Iraq all the AQ assets will shift to Afghanistan.

    AQ has become a criminal enterprise with kidnappings, extortion and Bank robberies, They have so much money in Iraq now they can send money back to AQ in Pakistan.

    AQ is trying to create a new state in Western Iraq, in effect seceding form Iraq.

    Hamas has carried out dozens of suicide attacks against Israeli.
    The founder of Hamas supported AQ, but refused an alliance with them.
    Hamas has been independent, and realizes it is an national case not international problem.
    Hamas has rejected the sectarian violence AQ espouses,
    And Hamas won the elections last year and AQ then became critics of Hamas,
    stating they had sold out for wining using a political movement.

    AQ has apologized for Hamas for their surrender to the political answer
    to the violence in Gaza.

    AQ fears a solution to the Arab-Israeli war movement, as it removes a leg of their
    logic in recruiting.
    The Israeli Arab problem is a basic recruiting tool and they do not want an answer, they want cannon fodder, recruits, financing not peace.

    AQ may view Hamas as an enemy if they move towards peace with Israel.
    Any move in that direction will bring Hamas under attack by AQ.

    Iran and AQ have "convergence of interests." and inclined to co-operate, on a temporary basis. When USA leaves Iraq they will become mortal enemies.
    Fighting to corrupt the soul of Islam....

    al Qaeda is vulnerable, these vulneriblities need to be exploited and USA needs to be setting the Internet Paradigm, not al Qaeda. The ammunition is there, use it.

    The most powerful and savvy media nation in the world is loosing the "info war"
    to a man hiding in a cave in the Mountains, without access to a computer.

    Currently the energy is towards shutting down the Terrorist web sites.
    So far there hasn't really been a question of free speech and a good definition of a terroris web site.
    Like porno I know it when I see it.

    Every time we shut down a web site they loose some information, some data bases and some members.

    They can email contact info and the sites new URL when they start a new site, but some mail will be lost to spam and some won't bother to sign back up again.

    So as we take down the web sites we whittle away at their membership and fragment their groups.
    Into more and smaller and smaller groups.

    We get smaller concentrations of crazy.
    Fewer crazys, and easier targets, harder to hide in a smaller group, and fewer resources to smaller groups.

    Eventually they will migrate to servers in "enemy" countries.
    At that point we need cyber forces with cyber arms.
    The ability to "crash" a server, a web site, a web page even a post...
    take it down and keep it down, with rootkit bots, dos bots etc.
    And order physical,kinetic Ops against three dimensional addresses.
    Web masters home in a theater of operations.


    So we may have a paradigm to handle the Insurgents web sites.

    But that misses the crux of the problem.
    Recruiting is fruitless if they get no volunteers.
    There is an on going battle on the Internet for minds and hearts
    of the most influential and intelligent and wealthy Muslims. The ones with computers and Internet. One of their Victims.

    USA has to develop a "Info WAR" capability.

    When the cyber forces are recognized as valuable as troops in the field
    then we can fight the battle for the hearts and minds of the Ummah the
    demographic where the jihadists are recruited from.

    The Islamofacisists have some of the most powerful motivators in human nature
    at work for them; sex, the 72 virgins; testosterone, war, guns, explosives; religion, Bastardized Islamism:
    hero's, Bin Laden: foreign adventure, a chance to break away from the parents, and obtain high family esteem.

    A formidable repertory indeed. It works.

    And USA is AWOL from the Info war for the most part.

    The terrorist propaganda is bought and used by Western Press services and it does influence the American people.

    What does a Info war trooper do?
    He runs ops, simple ones, and confronts lies, and propaganda anywhere he finds it on the web.
    He utilizes 2,000 well organised bots (combination spiders and search engine) looking for key words and phrases and reporting back results 24/7, this establishes a knowledge base to draw from and develop replies.
    The aim is not to convert the hard core jihadist but to influence the "lurker" there are estimates that for every post there are 50 readers that never post (lurkers).
    The lurkers are where the future recruits come from.
    And the ones that USA wants to influence.

    Each trooper should have one terrorist forum and one terrorist web site he monitors, tracks, responds to and reports on.
    This is modeled on one of our associates, who is pro-Islam and vehemently anti-al Qaeda and anti-taliban, Bill at Infovlad
    And ranked by their ability to respond to lies and propaganda, with cogent, logical replies, or even spin.
    And the ability to call on help for replies or action situations, or bring down a server or web site.

    Right now USA could use about 5,000 of these troops, using fast computers, and heavy ram and good security.
    They have the potential to stop or cut down on recruitment, suicide bombers, even prevent operations.
    Or track and engage the Internet enemy kinetically thru proxys.
    Kill or arrest terrorist web masters when tracked to an IP, and physical address.

    This kind of operation has the potential to severely reduce terrorist suicide bombers, volunteers.

    Develop counter terrorist web sites, an "anti-al qaeda" web site, " anti-Taliban", Afghan and Pakti sites with USA videos, stories, and analysis and countering lies, false videos and terrorist spin posts. And info on USA support to these regions on a daily basis.

    The score now is Terrorist about 4,000 web sites and forums vs USA zero, almost none. ( Except for the Civilian Irregular Forces. and they receive no funding, how about anonymous donations, put it in your budget. )

    The capability is available we seem to be lacking in the will to engage.

    Current State and Future of Cyber Warfare:

    Al-Qaeda has established the first effective cyber warfare division.
    By a man hiding in a cave.
    Their influence on the American elections and the Moslem ummah cannot be denied.

    Their cyber division includes Command and Control, training, recruitment and a media psyops division second to none.

    Their media arm is able to maintain moral in public view of heavy losses.

    They have identified their demographic and pander to it very effectively.

    They have mobile web sites on maybe 20 servers, use public servers to distribute their elaborate weekly terrorist magazines ( est. 12 ) and videos ( About 12 active outlets ).
    On the Internet a hand full of key people and expenses taken out of pocket are winning the Info war against the worlds most savvy media nation. Cheap sucessful asymmetric warfare.

    They have several fake news sites to distribute their propaganda.
    And an all volunteer distribution network.

    They have the ability to comment on real time events with in an hours time.

    Their distribution network is public and its publications are in several languages.

    The distribution network is hardened by redundancy, some files may be loaded to 40 or 50 public sites and files. The location and urls of these files are then distributed. The files are in multiple formats also.

    Their hacking abilities are limited to a few sites with software downloadable for DOS attacks. ( Which we took down and burned the head hacker.)

    While N. Korea and China have dedicated hacking forces functioning full time.

    One of the counter tactics for their media operations would be saturation, flooding the 'market' with competing media targeted to the same demographic.

    Since the Islamo fascist's cyber warfare tactics are intuitive they are predictable.

    The USA Army's efforts have been limited to a few successful psyops programs and mostly academic analysis. And the Air force have some future plans based primarily in the future and security based.

    Israeli efforts have been more extensive private initiatives based on OSINT distribution, analysis and some web defacement.

    Our own efforts have been limited by funds and primarily BETA model operations. While our operations have been successful and had significant impact they have been low volume. Bill at Infovlad

    The strongest weapon in the cyber army arsenal seems to be the
    TRUTH, and huge distribution. These tools seem to have the most impact on public opinion.

    The Israeli Lebanon war is a good example. While Lebanon suffered 3,500,000,000 USD in damages and Israel suffered $10,000 worth of pot holes to fill in, and Lebanon suffered 4,500 deaths and Israeli suffered around 400 deaths, Lebanon was viewed as the winner in the war from media efforts from the Islamo fascist's media arm.

    In the future I envision the USA will have several battalions of cyber troops, each trooper with their own computer. Just posting to forums, news groups and news media sites presenting the truth and monitoring the internet for breaking news, spin and OSINT, WORLD WIDE and responding to same in real time. Posting in eight hour shifts around the clock on current events and most languages countering the Islamo fascist's lies, spin and propaganda. And a psycops core producing analysis, video, magazines and text for the posters.

    Another division of hackers tracking their media computers and leaders, disrupting their command and control and influencing moral through PC crippling viruses.

    There is a universal psychology operating on the Internet that tends to believe anything posted often and broadly enough is believed as the "TRUTH" ie if it isn't the truth it would be confronted. Kind of like if it is in the Newspaper it must be true or they would be sued.

    I have seen this in operation on the internet related to a product where there was certain scientific proof the product was safe but was ruled against by the USA government based on the false info posted all over the internet, the false info was perceived as the truth without confirmation, over scientific proofs in their own studies.

    This psychology is being used to great effect by the Islamo fascists on the Internet. Lies posted over a wide range of sites often enough, un-confronted are perceived as the truth by the public, Moslem and American.

    And selective edited videos can be spun as the whole truth even though they are propaganda. As evidenced by the TV company that ran the story of the insurgent sniper videos as NEWS rather than as propaganda.

    After all seeing, is believing. Even if the video is one sided and selectively edited to present a slanted view or just the partial story favorable to the insurgents. And this can and does influence the American public and our elections and the Moslem ummah.

    Cyber warfare in the future will center on media wars and demographic battles. Which we are not even fighting now, we are loosing by default.
    Both the Moslem ummah and the USA public are loosing and being influenced by un-confronted lies and propaganda on the Internet. Much of the public believe the terrorists speak for Islam, which will eventually have deafening and devastating blow back for the ummah.

    While we could win the war and all the battles in reality, we could loose in the arena of public opinion and not be viewed as the victors encouraging future wars and insurgencies and a take over of Islam, and unfairly influencing American elections through successful propaganda all by default. The USA government and the ummah have a responsibility to answer these lies and propaganda to insure their own respective survivals.

    Success On The Playing Field

    This new Command's ability to wage cyberwarfare will be judged based on its success in three areas:
    ( while this development is crucial it is but a small part of cyberwarfare, the leading Paradigm of actual Internet WAR will be MAD, "Mutually Assured Destruction", many nation states and criminal gangs are on the verge of being able to bring down the www, which is a disadvantage to most everyone including the criminal element. The clearer best use of cyber forces will be in the "Information WAR" arena. Confronting the lies and propaganda spread by the Terrorist. All way down to the village level. The key new weapons will be easy convenient OSINT COLLECTIONS, and response to propaganda. )


    • ( this will be a small reserve component ): Real-world experience and rapid (open source) innovation. Most, if not all, of this experience and innovation in cyberwarfare is gained through criminal activity. Innovation is a product of rapid cycles of competition with software vendors and computer security companies.
    • Massive self-replication. Think in term of small teams (the smarter, the better) designing software that seizes control of tens of millions of computer systems through various forms of infection.
    • Deniability. Nearly all of the successful operations conducted in offensive cyberwarfare will require deniability. Post-attack forensics must not point back to a government since these wars/battles will be fought in peacetime.

    What This Means

    Given these requirements, this new Command will likely fail (and badly). To provide contrast, the Russian Business Network (the RBN is a computer criminal syndicate responsible for an estimated 60% of online criminal activity), gets top marks in all of these areas. Here's a round up of what this means:
    • Nation-states that protect or maintain close ties to computer criminal networks will gain advantages in emerging cyberwarfare capability. Early example: Russia's use of the RBN against Estonia and China's use of vigilante hackers for control of domestic dissent and computer espionage.
    • US institutional cyberwarfare will create public embarrassments as it attempts to operate in this environment. This will generate friction with allied nation-states and run afoul of domestic privacy advocates. As a result, ROEs will tighten mightily (debilitating).( RBN has a very sucessful history of Deniability, no one knows who they are.)
    • The Command will become almost exclusively defensive over time. It won't be able to innovate at rates even remotely comparable to the competition. As a result, its activity will likely devolve to the "active" defense of government systems (most corporations will stay with private security companies for support). Additionally, its scale will be only a small fraction of the competition's hundreds of thousands of contributors and its tens of millions of infected computers (it will be out-mobilized). ( disagree completely, a billion sleeper bots in reserve for MAD, is all that is required, the Internet infra structure its self will learn to deal with DDOS on massive scales for reasons of self preservation. Every Industrial nation in the world will join against any massive DDos on the WWW. This function will in time be nullified and obsolete. )
    NOTE: Cyberwarfare, although nascent today, will become a major form of warfare in the next decade as computing power increases by 100 fold and computer automation creeps into every nook and cranny of the global economy. NOTE2: Much of this analysis/synthesis will also apply to the emergence of open source biowarfare in the next decade. ( Gerald )
    There are two considerations we are reviewing, one is the criminal element alone or coupled with a state actor, AND, the Deniability factor.
    If the attacks are traced back to a state, then the practicability of the situation is it will be considered
    prima facia evidence of a state attack, and the state will be held responsible. As there doesn't seem any other way to successfully deal with the stealth factor.

    Again this problem stems from the World Governments inability to deal effectively with Global Internet Crime, the current paradigm is to almost ignore it and prosecute cases of convenience.

    Now this criminal element has become Global and can threaten the Internet, and there is no Paradigm for dealing with them.

    Awhile back we ran into 400 American Express CC for sale, with some free cards and info , we quickly notified owners and American Express, their security offices in Chicage and NY, neither were interested. Do they make a profit from stolen cards?

    The Estonia cyber attack suggest a workable paradigm,
    If an attack comes from a state it is considered an attack by that government, and that governments reasponsiblity to stop it,
    and is subject to counter attacks.

    The basis for this threat stems from the number of unprotected computers connected to the Internet, which makes them subject to conversion to Zombies. In the future all IPS will be required to verify computer security before they let a computer connect to the Internet.
    I estimate this will reduce the number of bot nets by at least 70%.
    And remove most of the threat to the WWW.
    Currently if there is a massive attack the only choice is to shut off that country, WWW node, off from the Internet.

    A possible solution is a WWW police force with Internet Courts and powers of warrant and police powers to go after targeted computers and ISPs and players.

    While proof of a Syrian nuclear site is trickling down, including in this Washington Post article, the question now remains: what exactly do we know about the Syrian nuclear program?


    Last night, The Croissant ran a story from the Kuwaiti Al Seyassah about potential new secret nuclear sites in Syria.
    Here is an excerpt:


    Western sources think that Syrian intelligence provided some information on the facility bombed on September 6 by the Israeli air force in order to focus the attention just on this particular site while work goes on at other secret sites.
    Indeed, observation satellites have allegedly located in Syria at least 2 other sites similar to the one destroyed last month.


    Back in December 2006, I wrote an article for The Examiner on Syria's nuclear program.
    Here is an excerpt:


    Indeed, while world attention is rightly focused on the nuclear capabilities of Iran and North Korea, Syria has been quietly — but quickly — advancing its own secret nuclear program.


    The first signs appeared in 2003 when the Russian Foreign Ministry inadvertently revealed that a Russian-Syrian agreement for the delivery of a nuclear power plant in an undisclosed Syrian location had been signed.


    In 2004, Syrian President Bashar Assad made a point to say that Syria would not dispose of its WMD program until Israel did the same. “Since some of my country is occupied,” Assad added, “Syria can legitimately use all the necessary means to liberate its territories.”


    German magazine Der Spiegel revealed in March 2004 that Swedish authorities and the CIA were investigating a very likely Syrian nuclear program secretly developed in Homs in the northern part of the country. That July, investigators looking into the Pakistani nuclear network of A.Q. Khan pointed out that Syria may have procured centrifuges capable of enriching uranium to produce a bomb.


    This fact was confirmed in May 2006 in a declassified report to the U.S. Congress on the acquisition of technology relating to weapons of mass destruction. Before the 2003 invasion of Iraq, Syria also got help from Saddam Hussein’s regime.


    Keep in mind that Syria’s economy was very dependent on Iraq’s trade, especially oil-smuggling revenues. Sunday Telegraph journalist Con Coughlin affirmed in a September 2004 article that 12 Iraqi nuclear scientists — who were transferred to Syria and given new identities before the war — were on their way to Iran to assist their counterparts there in building a nuclear weapon. “The results of the research would then be shared with Syria,” Coughlin added.


    But what really broke the camel’s back was a recent report from the well-informed Kuwaiti daily newspaper Al Seyassah. It quoted European intelligence sources as saying that “Syria has an advanced nuclear program” in a secret site located in the province of Al Hassaka, close to the Turkish and Iraqi borders. British sources quoted by the paper believe that “it is President Assad’s brother, Colonel Maher Assad and his cousin Rami Makhlouf, who supervise the program.”
