Rumsfeld's first post-Pentagon public comments at a conference today on network centric warfare sponsored by the Institute for Defense and Government Advancement. According to Rumsfeld, the United States is losing the war of ideas in the Muslim world, and the answer to that, in part, is through the creation of this new government agency.

During the the Q&A after the speech, I asked Rumsfeld what this new agency might entail (he was pretty clear it wouldn't be a resurrected U.S. Information Agency, which was merged into State Department in 1999), and why, when there is an abundance of media available in the private sector, the government needs to get involved.

I'll just let Rumsfeld speak for himself:

Private media does not get up in the morning and say what can we do to promote the values and ideas that the free Western nations believe in? It gets up in the morning and says they're going to try to make money by selling whatever they sell... The way they decided to do that is to be dramatic and if it bleeds it leads is the common statement in the media today. They've got their job, and they have to do that, and that's what they do.

We need someone in the United States government, some entity, not like the old USIA . . . I think this agency, a new agency has to be something that would take advantage of the wonderful opportunities that exist today. There are multiple channels for information . . . The Internet is there, pods are there, talk radio is there, e-mails are there. There are all kinds of opportunities. We do not with any systematic organized way attempt to engage the battle of ideas and talk about the idea of beheading, and what's it's about and what it means. And talk about the fact that people are killing more Muslims than they are non-Muslims, these extremists. They're doing it with suicide bombs and the like. We need to engage and not simply be passive and allow that battle of competition of ideas.

Biny admits errors because he is not getting cooperation from other insurgent groups.They have come to recognize al Qaeda for what it is. And aQ is no friend to insurgents, it want s to be MASTER.

Lets look at Binys requirement for a hidding place.

Isolated, no action that could lead to accidental discovery.
No terrorist actions that could draw ops into his area.
Large covered area so he can go outside without fear of satlite discovery.
No large al Qaeda or Taliban presence that could draw ops.
Not cross roads area where a passerby could discover clues about him,
low traffic location.No reporters, and strangers driven away by custom, so as not to attract attention. And would have no or very few news stories about area.
Place where Permits for trophy hunting were all bought up by locals, so outsiders won't hunt there. Ok so USA might be looking for area without known Talibi or al Qaeda presents.

USA is loosing the war for the hearts and minds of Muslims.
Look at the propaganda effort aQ is putting out for the minds and hearts of the Weatern block.
All in English.
Where is the same effort for the Arabic speaking minds of the Middle East?
USA isn't in this battle on the Internet. Where are the HOT websites for the war effort in Arabic? The USA side of the story in Arabic?

USA can't win the war for the minds and hearts of Arabic speaking demographic if they are not speaking to them.

So far it has been the "civilian" sector.

NBC: Insurgent groups condemn al-Qaida tactics

Rich Gardella and the NBC News Investigative Unit have picked up on my recent postings here on the CTBlog about the growing infighting pitting Sunni insurgents (including avowed jihadists) against Al-Qaida's "Islamic State of Iraq":

"In a development experts call a significant shift, Iraqi insurgent groups are speaking out against al-Qaida and its brutally violent tactics. Last week, two groups, Asaeb al-Iraq al-Jihadiya (aka 'the Iraqi Jihad Union') and the 1920 Revolution Brigades (aka 'Hamas in Iraq') issued statements accusing al-Qaida's Iraq wing, al-Qaida in Iraq, of brutally killing their fighters and commanders, as well as women and children. 'They have killed them and mutilated their bodies,' reads an English translation of the Iraq Jihad Union's statement prepared for the NEFA Foundation, a non-profit terrorism research organization... NBC News terrorism analyst Evan Kohlmann first reported the statements on counterterrorismblog.org. Kohlmann believes such strong public criticism of al-Qaida in Iraq by other insurgent groups in Iraq is a very significant development. With these two new statements last week, Kohlmann says, 'every single major insurgent group — with the exception of the Ansar al-Sunna Army — has now issued a statement condemning al-Qaida. These are hard-core jihadi groups saying this. These are former al-Qaida allies saying this'... Kohlmann, who closely monitors jihadi Web sites, says the statements are causing an online ruckus in jihadi chat forums, with heated exchanges dividing nationalist Islamists who are increasingly critical of al-Qaida and al-Qaida believers who defend it. 'The reaction has been incredible,' Kohlmann says. 'There's a huge outpouring of resentment.' He says there are many angry postings against the groups who have criticized al-Qaida. He says one of the groups just put out a second statement in response, arguing that al-Qaida's online defenders 'don't know what's going on' in Iraq."

The enemy is people, not websites.

Well, someone certainly has been struck blind, deaf and dumb...

...the question is: who is more adversely effected, us or them?

The bad guys are sure to find alternative venues to say and do what they want, and those alternative venues may not be nearly as useful to us as the forums are. And so we count this current offensive against jihadi forums as a net loss for our side.

The arguements presented to us by the people involved in this offensive not only fail to convince, they are divorced from reality.

They have told us that because they failed to win the confidence of jihadis via private messages on forums, there is no intelligence to gained from monitoring the private messages on forums, let alone the public statements made on those forums.

For our part we are aware of multiple real-world terrorist plots that were broken up because of the monitoring of those public statements made on forums, and in addition we know for fact that jihadis use the private messaging services of forums to communicate with people they know in the real world. And not just the rank and file jihadis do this - even leading members of terrorist organizations do so.

We have also been told that there is no value in the IP addresses of the jihadis. Why? Because some jihadis some of the time warn other jihadis to use proxy servers to preserve their anonymity.

For our part we have analyzed many thousands of such IP addresses, and we are here to tell you that jihadis don't practice what they preach. Not consistently. And trying to be careful some of the time is simply not good enough. There are jails full of jihadis who have learned that lesson the hard way.

Shutting down websites is a tactic, and done wisely in support of a particular objective it can be a good thing. Done blindly as an end in itself it only serves to breed a resistant pest much like the over-application of insecticide will do.

The enemy is people, not websites, ok.

Websites are a symptom, a sign along the trail, spore you can follow until you bag the game.

But don't worry, it's not like there is anything going on that we need to be concerned about...
