    Pakistani Governor: U.S. Must Talk With Taliban

    Peshawar, AfghanistanAmerica must broker a power-sharing agreement with the head of the Taliban, Mullah Omar, to establish peace in the region, the governor of Pakistan's lawless border areas has said.

    Owais Ghani, who governs the North West Frontier Province and its adjoining tribal areas, is the most prominent figure to advocate publicly holding talks with commanders leading the insurgency against coalition forces in Afghanistan.

    His thinking reflects that of Pakistan's military hard-liners who are accused by Western intelligence operatives of supporting the Afghan Taliban as a "hedging policy" to maintain influence in Afghanistan.

    "They have to talk to Mullah Omar, certainly — not maybe — and Gulbuddin Hekmatyar and the Haqqani group," Mr Ghani told the Daily Telegraph.

    "The solution, the bottom line, is that political stability will only come to Afghanistan when all political power groups, irrespective of the length of their beard, are given their just due share in the political dispensation in Afghanistan."

    Fidayeen-e Islam has telephoned the Dubai-based Al Arabiya TV office in Islamabad to claim responsibility for the attack on the Marriott Hotel in Islamabad on Saturday. The phone call was made from within Pakistan but not from Islamabad. But that doesn't mean that Islamabad is free of terrorists and that the dumper truck that brought a ton of explosives to the Marriott came from any distant place. The killers are very much within us.

    The investigators have lost no time in concluding that the explosives were brought piece-meal into Islamabad and then loaded onto the truck inside the residential area. The truck was not sent from the Tribal Areas where masked Indian agents may have loaded it with RDX "because Pakistan is free of such quantities of lethal material". In fact, the truth is that Pakistan is full of lethal material and Islamabad is the centre of the ideology of Al Qaeda; and its exponents include people inside the organs of the state.

    The governor of the NWFP, Mr Owais Ghani, visited Lahore on Monday and briefed a gathering of senior media persons about the state of terrorism in the country. He argued that Pakistan should counter the so-called Islamist ideology of the terrorists with the ideology of Pakistan as a bastion of Islam, by which he did not mean the ideology of India's RAW but the ideology posited by Al Qaeda and followed by the Taliban and the jihadi militias once sponsored by the Pakistan state.

    An alleged al-Qaeda member was such an important figure in the organisation that a junior associate was recruited to carry his "terrorist contacts book" when he flew into Britain, a jury was told yesterday.

    Rangzieb Ahmed, 33, flew home in December 2005 after an alleged terrorist operation in Dubai and Saudi Arabia was aborted when something went wrong.

    A second man, Habib Ahmed, 28, unrelated to Rangzieb Ahmed, was ordered to carry three books or diaries belonging to him that contained information on how al-Qaeda operatives could contact each other secretly, Manchester Crown Court was told.

    Some of the material, described as "considerably important to a terrorist", was written in invisible ink. Other passages related to communicating with other members and phone numbers of important al-Qaeda figures.

    Andrew Edis, QC, for the prosecution, told the jury: "It was, in fact, the contacts book of a terrorist."

    PESHAWAR: The NWFP is passing through a dangerous period as the Taliban are entering the provincial capital, concerned treasury and opposition members of the NWFP Assembly noted on Thursday.

    "The Taliban are converging on Peshawar city from all directions. It's a devastating situation. We are worried," Pakistan Muslim League-Nawaz (PML-N)'s Javed Abbasi told the House on a point of order.

    Abbasi said there was a high-level meeting on Wednesday night in Islamabad and the province was abuzz the whole night with rumours of a military operation. "We want to ask the government whether the army will launch an operation against the militants in the Tribal Areas or settled areas," said the PML-N MPA.

    Abbasi said that on one hand the provincial government was signing peace accords while on the other, the federal government was launching military operations against militants.

    The PML-N member asked the federal government if it had achieved desired results in past military operations and whether it was re-launching the army operation in the province. Abbasi said it was a serious issue over which the population should be consulted, and that the matter should be debated in the House.

    Former chief minister and leader of the opposition Akram Khan Durrani endorsed Abbasi's views. "It's an important issue and as such it be discussed in the House. We'll give proposals," said Durrani who is from the JUI-F.

    Senior Pakistan People's Party (PPP) Minister Rahim Dad Khan said the coalition government was faced with challenges and that it was signing peace agreements with militants.

    He added that the coalition government would sign peace accords with those surrendering weapons. "We'll initiate dialogue with those who want to become honourable citizens," said the senior minister.

    Senior minister: Rahim said some elements were giving the impression that peace accords with militants had failed, which was not true. "We'll honour the peace agreements and provide protection to our citizens," said the PPP leader holding the portfolio of planning and development.

    The senior minister said the coalition government would take the House into confidence and take steps on the law and order issue.

    The House is likely to debate the Taliban issue on private member's day on July 1 or 2. Some opposition members have submitted adjournment motions on the issue.

    Pakistan's foreign minister says government peace deals with pro-Taliban militants are aimed at establishing a "peaceful coexistence" with the groups. VOA's Barry Newhouse reports from Islamabad that Shah Mehmood Qureshi also said critics of the deal are "cynical."....

    "When we talk of peace, we also have to tell our friends, who at times are cynical about the peace negotiations that Pakistan has undertaken," said Qureshi. "Look at the spirit behind that negotiation. The spirit is not capitulation, the spirit is not compromise, the spirit is peaceful coexistence."     Pakistan's border tribal regions, named FATA, are populated by fiercely independent tribes that have long opposed any central government control.

    But Qureshi says many people in the region have been caught in the crossfire between Taliban militants and the Pakistani army and the locals now mainly want peace.

    (CBS) This story was written by CBS News producer Farhan Bokhari based in Islamabad, Pakistan, for CBSNews.com.
    Amid cries of 'Allah o Akbar' (god is great), a young boy, barely 12 years old, lifts his machete and strikes at his victim who is lying on the ground, all tied up for the kill.

    Waving a 'V' for victory sign with his right hand, the boy picks up the severed head and shows it around to the chants of applause from an audience gathered in a remote part of the region straddling the mountainous range which divides Pakistan and Afghanistan.

    The performance in this chilling episode which may simply shock most people around the world, is the case of militant justice meted out to supposed traitors. It involves Al Qaeda and the Taliban slapping exemplary punishment to an individual suspected to be a spy for the government.

    "This (boy) is a killing machine who has been indoctrinated from age nine and prepared for his act by the time he is 12" says a Pakistani intelligence official who showed the video clip to CBS News as just one piece of evidence of Al Qaeda and the Taliban training young boys to become accomplished killers, even before they become teen-agers.

    This video has been captured by Pakistan's military troops during their operations in the country's semi autonomous tribal areas, as they went from village to village, searching for militant sanctuaries.

    In the village of Spinkai-Roghzai where a group of journalists including CBS News were taken by Pakistan's military on Sunday in the Waziristan tribal region, officials showed debris of what is described as a suicide training 'nursery'. Under a pile of bricks lay the remains of an oil extracting factory which was a cover for training young boys to become ideologically charged up.

    "There is no harm in taking 'jehad' (holy war) for the right cause" read the sign board in a training class, documented in yet another Pakistani intelligence video, secretly captured ahead of the operation, through the use of hidden cameras inserted around the front compound of the school. A teacher, who wrapped himself up to his face with a piece of cloth, pointed towards a list of "recommendations for students" while surrounded by teenagers, urging them to embrace virtues such as "accept the way forward through sacrifice" and "accept that laying down your life for the right cause is not a waste".
