These tribal leaders accepted bribes, changed sides when it benefited them. The Taliban's rise to power in 1990s....was accomplished with Saudi money to buy off opposing warlords, some of whom allowed their own men to be outflanked and slaughtered.

The Taliban executed thousands of Shia Tribesmen.
They destroyed the 2,000 year old Bhuda carved into stone.
Closed the girls schools.
Beheaded civilians, school teachers, opponents.

The Taliban threaten and kill tribal leaders that don't obey them.
