It says that with the drug cartels and kidnappings and deaths of Americans,
THEY DON'T FEEL SAFE. AND THEY DON'T FEEL THE FEDERAL
GOVERNMENT IS DOING A GOOD ENOUGH JOB PROTECTING
THE BORDER. SO THEY ACTED.
