USA agrees to cut civilian deaths to zero

USA has agreed to cut civilian deaths to zero provided

Afghan and Paki follow one priviso.

The countries must pass a law forbiding any civilians 

within 250 feet of any Taliban.

A military source indicates as US munitions improve

this distance can be cut.
