USA saw the benifit to the enemy of having a safe place to retreat to and re-group.
Again the same situation In Pakti, the ability of the enemy to have a safe place to retreat and regroup Pakti.
The result of this "safe place" was not favorable in Vietnam and is not in Pakti.
